            Alexander Rose


            Alexander is a leading Public Sector and EU/Competition lawyer with an international reputation for his state aid, public procurement and public sector funding expertise.

            Before joining DWF, Alexander was in-house at the Ministry for Housing, Communities and Local Government where he was the lead lawyer ensuring ERDF State Aid compliance, setting up the £400m Northern Powerhouse Investment Fund and advising the Cities and Local Growth Unit (covering LEPs, Combined Authorities, City Mayors and the UK Shared Prosperity Fund). In 2014, the UK Government seconded Alexander to the European Commission where he worked on the GBER and other State Aid matters at DG Competition and EU funds at DG Regio.

            At DWF, Alexander has a wide ranging practice advising Public and Private sector clients on funding matters, including the technical aspects of State Aid law, Public Procurement compliance and issues relating to Brexit. He is also part of the 'Audit Response Unit' where he assists organisations who at threatened with recovery of public funding, giving him the opportunity to draw upon his Government Legal Department experience successfully defending ERDF projects from recovery in front of the European Court of Auditors in Luxembourg.

            Alexander has an international profile for his EU law work, having spoken in the European Parliament on Financial Instrument compliance, written national guidance on Public Procurement and contributed to a leading textbook on State Aid.
